If the operating license (individual operating license) of a vehicle is lost or stolen, a new operating license must be issued. In the event of theft, a theft report must be submitted to the police immediately

Vehicles that are not registered require an operating license to be issued with an official license plate or an insurance license plate.

If the operating permit is no longer available, a replacement certificate must be requested from the manufacturer.

For the issue of the replacement document, the manufacturer requires a clearance certificate from the licensing authority. This clearance certificate enables the manufacturer or the officially recognized expert to issue a replacement operating permit. It is certified that no vehicle defects are known or that the operating license has not been withdrawn by the licensing authority.

If the manufacturer no longer exists, then a report according to Section 21 of the Road Traffic Licensing Regulations (building council report) is required. This report is used to issue the operating license from the State Transport Authority.
