Vehicle sale without a purchase contract:
Section 13 (4) Vehicle Registration Ordinance
You can deregister your vehicle with a Hamburg license plate or a foreign license plate with the State Office for Transport, for example if you want to sell it or temporarily not use it.
After deregistration, the vehicle may no longer be driven or parked on public roads.
After deregistration, you no longer have to pay insurance or taxes for the vehicle. The LBV will therefore inform your vehicle insurance company and the customs authorities about the deregistration.
- the registration certificate I (vehicle registration document)
- the vehicle's license plates
Additionally for changeable license plates:
only possible if several vehicles are still registered after decommissioning (deregistration)
- only the vehicle-related part (license plate) with the stamp sticker of the vehicle to be deregistered if only one vehicle is to be deregistered
- the common part of the license plate if both vehicles are to be deregistered
If a vehicle has been sold but the buyer has not re-registered it and there is no proper purchase contract:
- valid identity card or passport with current registration confirmation of the vehicle owner
- an affidavit; this can be submitted directly and personally by the vehicle owner to the State Office for Transport (LBV) or through a notary
- Complete sales notice (the information about the purchaser and the vehicle is complete and correct)
The license plate reservation costs EUR 2.60 for fourteen days; it can be extended a maximum of four times for 90 days at a cost of EUR 10.00 each.
A fee of EUR 10.20 will also be charged for the new registration of the reserved license plate.
The fee is based on the Fee Schedule for Measures in Road Traffic (GebOSt). If an affidavit is required, the amount increases by EUR 31.00.
For vehicle sales without a purchase contract: EUR 30.00 to EUR 40.00, depending on the individual case.
The exact amount of the costs can only be determined on site based on the submission of the complete documents.
- Book an appointment online.
- Bring all necessary documents with you.
- Your request will be processed on site.
You can also deregister your vehicle yourself via the website of the responsible registration authority. The prerequisites for this are
- an identity card with electronic identity verification function
- new stamp stickers on the license plates and
- a new registration certificate part I (vehicle registration document).
The new stamp stickers and the new registration certificate have hidden but visible security codes. This can be identified by a printed number visible on the outside of the stamp stickers and by a silver sticker on the registration certificate part I (the vehicle registration document).
Retroactive deregistration is not possible. Deregistration can only be completed upon submission of all required documents.
If you sold your vehicle without a purchase contract, you can only apply for deregistration after a period of four weeks.

License plate reservation
If you only want to deregister your vehicle for a short time, you can reserve the old license plate for re-registration for up to one year. This can only be done with the State Office for Transport (LBV) for Hamburg license plates (with HH) and is subject to a fee. Reservations are possible immediately after deregistration.
Export abroad
If you plan to transport your vehicle abroad, we recommend deregistering it in Germany beforehand. Further information can be found under "Links."
Journey after deregistration
After deregistration, the vehicle and the previously assigned license plates may be driven until the end of the deregistration date, provided the vehicle insurance covers the journey. This means that vehicles in Hamburg can still be driven directly to the storage location in Hamburg or in a neighboring registration district.
Deregistration of a stolen vehicle
Only possible if the vehicle is registered in Hamburg. The license plate will be blocked for ten years, meaning it cannot be reissued. You will need to file a theft report with the police.
Incomplete sales advertisement
If the information provided about the purchaser is incomplete or incorrect, the previous owner must submit a sworn statement regarding the sale to the LBV. This requires the owner to appear in person and present a valid ID card.
For legal entities, the affidavit is submitted by the authorized representative. Proof of authority to represent the legal entity must be provided.
The previous owner bears the costs at the end of the procedure.
The deregistration procedure can only be started three months after the vehicle has been sold.
- At the State Transport Authority, vehicles with both Hamburg license plates and foreign license plates can be taken out of service (deregistered).
