The legal basis for red license plates can be found in Section 16 (3) of the Vehicle Registration Ordinance (FZV).

Red license plates are also known as dealer license plates and are usually used for test drives, test drives or transfer drives if the vehicles are not approved. They are only issued for a limited period and only to reliable companies. Dealers who are authorized to possess such license plates must keep a vehicle registration booklet. All vehicles that are driven with a red license plate must be entered in the vehicle registration book. It must be exchanged at the Landesbetrieb Verkehr (LBV) after the expiry of its validity or when it is full, the entries in the booklet and in the journey directory are checked.

The following documents must be present to apply for red license plates:

• a valid identity card or passport with a current confirmation of registration
• Proof of company evidence (for example, a business registration that is not older than three months or an extract from the commercial register)
• the electronic insurance confirmation for red license plates as eVB code (available from motor vehicle insurance)
• a certificate of good conduct (feature O for official purposes, to be applied for at the registration authority)
• Proof of parking space (for example the rental or purchase contract for the property)
• the appointment confirmation

Please bring the following documents with you to exchange a booklet:

• the old vehicle registration booklet or the old vehicle registration booklet
• the trip directory
• the appointment confirmation

The application to the Landesbetrieb Verkehr (LBV) is only possible if the company has both its headquarters and the car parking spaces in Hamburg. Furthermore, the person responsible must personally take part in an instruction on how to use the red license plates. It must also be proven that the dealer or workshop actually carries out the specified activities.

In addition, the exchange of the vehicle registration booklets must be noted by hand in the absence of an option to tick.

Applying for red license plates costs between EUR 192.00 and EUR 220.00. The exact amount can only be determined on site using the complete documentation. The basis for the fee level is the fee schedule for measures in road traffic (GebOSt). EUR 15.30 per issue must be paid.

Red license plates are only issued for a limited period. If you also need red number plates, you can apply for an extension in good time before the deadline expires.

Loss of the vehicle registration booklet or the trip log
If the vehicle registration booklet or the trip log is lost, the person responsible must provide credible proof of this by submitting an affidavit. This must be done in person at the LBV.
