If you operate a large combustion plant, gas turbine or combustion engine plant, you must have the pollutant emissions checked regularly through individual measurements. You must prepare a measurement report on the results of the individual measurements.
If you are the operator of a large combustion plant, gas turbine or combustion engine plant, you must have the pollutant emissions checked at regular intervals by means of individual measurements.
You must have the measurements carried out by an accredited measuring institute or an expert. You must prepare a measurement report on the results and submit it to the responsible authority.
You must have the measurements carried out by an accredited measuring institute or an expert. You must prepare a measurement report on the results and submit it to the responsible authority.
Complete measurement report with information on:
- Measurement planning
- Measurement result
- measurement methods used
- Operating conditions that are important for the evaluation of the measurement results
- You are the operator of a large combustion plant, gas turbine or internal combustion engine plant.
- You have newly constructed or significantly modified your system.
- You have put your system into operation.
- You contact an accredited measuring institute or an expert, provide the information required for the measurement and arrange a measurement appointment.
- The measuring institute or the expert will then confirm the measurement planning for you and report it to the responsible authority together with the measurement date.
- At the measurement date, the measuring institute or the expert determines the emission values and compares them with the legally prescribed emission limit values of the system you operate.
- Once the measurement has been completed, you will receive a measurement report from the measuring institute or the expert.
- You must check the measurement report and send it to the responsible body after the measurement together with the measurement planning, the result of each individual measurement, the measurement method used and the operating conditions during the measurement.
- You will then receive confirmation of receipt of your measurement report from the responsible authority.
If you have newly commissioned your system or made significant changes, you must have the measurements carried out for the first time after 3 months at the earliest and after 6 months at the latest.
The measurements must then be carried out repeatedly after the last measurement. The frequency of the periodic individual measurements depends on the fuel and the system output as well as the pollutant.
The measurement report must be submitted to the responsible air pollution control authority together with all documents within 12 weeks of the measurement.

The measurement report must be submitted to the responsible air pollution control authority together with all documents within 12 weeks of the measurement.
- The content of the measurement report must comply with Appendix A of the guideline VDI 4220 Part 2 (edition 2018).
- If you do not submit the measurement report or certificate, or do not submit it correctly, completely or on time, you are committing an administrative offence which may be punishable by a fine.
- Operators of large combustion plants, gas turbines or combustion engines must:
- have the pollutant emissions of the affected plants checked regularly (periodically) by individual measurements and
- Create a measurement report on the results of the periodic individual measurements
- submit the measurement report to the competent authority within twelve weeks of the measurement being carried out.
- Periodic individual measurements must be carried out by an accredited measuring institute or expert
- Reasons for the measurements are:
- Commissioning of a new plant
- The facility has been significantly changed
