If you wish to be commissioned as an expert to carry out safety inspections and inspections of safety documents, you must apply to the competent authority for notification as an expert.

In order to carry out measurements of emissions and immissions or safety tests for plant operators in accordance with the Federal Immission Control Act (BImSchG), you must be recognized as an expert by the responsible authority.
This recognition will only be granted if you have previously demonstrated your competence and suitability.
After being recognised as a notified expert, you can arrange for registration in the research system (ReSyMeSa), emission control module.

• Application documents according to the working aid for the 41st BImSchV of 28.02.2024:
• university certificate
• certificates of further education and training,
• Summary explanation of the certificates and other evidence of professional qualifications with regard to the required safety-related specialist areas (You must submit at least one work sample for each examination area to which your application relates.)
• presentation of the professional career
• Summary explanation of the practical activity with regard to the requested examination area
• References and work samples (e.g. safety reports, safety concepts, safety recommendations, hazard analyses, damage investigations and others)
• declarations of independence and reliability
• Declaration of Liability Insurance
• Declaration on the use of auxiliary personnel
• proof of device availability
• declaration of acceptance of costs

• You have the necessary expertise.
• They are reliable.
• They are independent.
• You have the appropriate liability insurance.
• They have proven that they have suitable premises and equipment.

Fees apply. The amount of the fees depends on the amount of testing required and is calculated in accordance with the applicable environmental fee regulations (UmwGebO).

• You submit the application to be notified as an expert for safety inspections.
• You submit the application together with the required documents to the responsible authority.
• The responsible authority will examine your application and your documents. If necessary, the responsible authority will request further documents or information from you.
• If necessary, the responsible authority will hold a technical discussion with you to check the requirements.
• The responsible authority will decide on your application.
• You will receive a notification.
• The responsible body will register you with ReSyMeSa as an expert.

The procedure for examining the application for notification must be completed within 4 months from the date of confirmation of the completeness of the documents.

The appointment of experts is limited to a maximum of 8 years.
