Airbags and belt tensioners contain pyrotechnic substances (igniters). They are therefore subject to the Explosives Act. If handled improperly, these components pose a considerable risk, which can lead to serious injuries or even death. Assembly and disassembly of airbag modules and belt tensioners may only be carried out by competent, trained personnel.
If you handle category P1 airbag or seat belt tensioner units - or category T1 according to the old name - as part of a commercial activity, but without igniting them (e.g. when installing and removing them in car workshops), you will need this no permission according to § 7 Explosives Act. However, the prerequisite for this exemption from the permit requirement is that the handling is carried out by trained personnel - i.e. with limited specialist knowledge.
If you, as an employer, use category P1 (or the former category T1) airbag or belt tensioner units in your company for the first time, you must notify us in writing.
If you handle category P1 airbag or seat belt tensioner units - or category T1 according to the old name - as part of a commercial activity, but without igniting them (e.g. when installing and removing them in car workshops), you will need this no permission according to § 7 Explosives Act. Proof of limited specialist knowledge by submitting a certificate of participation in a relevant training course for the use of airbag and belt tensioner units without a permit.
- Your company must have trained staff, which means that the employees concerned have the necessary so-called "limited specialist knowledge" by attending relevant training on how to use airbags and seat belt tensioner units without a permit
- the airbag or belt tensioner units are not triggered when removed, i.e. not ignited
- the airbag and belt tensioner units are stored in accordance with the provisions of the explosives regulations, in particular the explosives storage guideline 240
- the quantity thresholds for storage without a permit in accordance with Annex 6 to the Annex to the 2nd Ordinance to the Explosives Act are complied with: namely, a maximum of 10 kilograms net explosives mass (NEM) in the workroom and a maximum of 100 kilograms net explosives mass in the storage room (F30/T30). Before you as an employer allow airbag and belt tensioner units to be used in your company, report this in writing or online.
Notification period: The notification must be submitted at least 2 weeks before the start of the activity.
