Commercial freight transport is the commercial transport of goods by motor vehicle against payment.

You do not need a permit for commercial freight transport within Germany with a motor vehicle with a permissible total weight of up to 3.5 tonnes including trailer.

For commercial freight transport within Germany with a motor vehicle with a permissible total weight of over 3.5 tonnes including trailer, you require a permit in the form of a Community license (also: EU license) or a national permit.

For cross-border journeys with a motor vehicle with a permissible total weight of more than 2.5 tons, including a trailer, within the European Union (EU), the European Economic Area (EEA), and Switzerland, you require a permit in the form of a Community license. If you have a Community license (also known as an EU license), you can also use it for parts of the journey within Germany.

For commercial road haulage in countries outside the European Economic Area (also: third countries), you require a Community or EU license and for sections of the route in third countries, additional bilateral permits or so-called ECMT permits.

Permits and licenses for commercial road haulage may be granted for a limited period, subject to conditions, or with restrictions. You must apply for the permits and licenses from the relevant authority.

Erforderliche Unterlagen

  • If applicable: Extract from the commercial, partnership, cooperative or association register or the articles of association or founding agreement
  • Evidence of professional qualifications:
    • Certificate of passing the technical qualification examination before the Chamber of Industry and Commerce (IHK) or
    • Certificate of completion of an equivalent recognized professional qualification examination or
    • Proof of at least 10 years of managerial experience in a road haulage company
    • If a person other than the applicant has the professional qualifications, in addition: proof of authority to represent (e.g. employment contract as a traffic manager)
  • Proof of the reliability of the person(s) authorized to represent you, not older than 3 months
  • Certificate of good conduct for submission to an authority
  • Evidence of the company’s financial standing, no older than 3 months:
    • Certificate in tax matters from the tax office
    • Certificate of clearance from the health insurance company and the professional association for transport, postal logistics, and telecommunications (BG Verkehr)
    • Equity certificate to prove financial capacity in commercial road haulage in accordance with Annex 2 of the General Administrative Regulation on Road Haulage Law (GüKVwV)
    • If necessary, additional certificate to prove financial capacity in commercial road haulage in accordance with Annex 3 of the General Administrative Regulation on Road Haulage Law (GüKVwV)

Voraussetzungen

  • Your company is actually and permanently based in Germany.
  • You as the company owner and the person(s) appointed to manage the road haulage business (traffic management) are
    • reliable and
    • professionally suitable.
      • A person is considered professionally qualified if they have passed a technical qualification examination. All final examinations previously recognized as equivalent continue to be considered equivalent if they were started or completed before December 4, 2011. Persons who have worked continuously (for at least ten years) in a managerial position at a road haulage company between December 4, 1999, and December 4, 2009, are also considered professionally qualified.
  • The financial performance of your company is guaranteed.
  • Your company has equity and reserves. The amount of capital is determined by the number and type of vehicles intended for use.
    • National approval or EU license for vehicles with a total weight of more than 3.5 tonnes:
      • For the first vehicle equity of EUR 9,000.00
      • For each additional vehicle an additional EUR 5,000.00
    • EU license for the cross-border use of vehicles with a total weight of more than 2.5 tonnes up to 3.5 tonnes:
      • For the first vehicle equity of 1,800.00 EUR
      • For each additional vehicle an additional 900.00 EUR

Verfahrensablauf

  • You submit your application in writing or via the online service together with the necessary documents to the responsible authority.
  • You pay the applicable fee
  • The responsible authority will examine your application and, if necessary, request any missing information or documents from you.
  • Once the review is complete, you will be informed of the decision on your application in writing.

Bearbeitungsdauer

2 weeks to 3 months from the time at which the competent authority has all the necessary documents and information.

Frist

You must submit the application to the competent authority at least 3 months before the planned start of commercial road haulage.
The permits and licenses can be issued for a period of validity of up to 10 years.

Hinweise

If you only operate own-account transport, you do not need a permit or license. Own-account transport is road freight transport carried out exclusively for a company's own purposes and meets the following requirements:
  • The goods transported are the property of the company or have been sold, purchased, leased, rented, manufactured, produced, extracted, processed or repaired by the company.
  • The purpose of transport is to deliver the goods to the company, to send them from the company, to move them within the company or for the company's own use outside the company.
  • The vehicles used for transport are driven by the company’s own personnel.
  • Transportation is only an auxiliary activity within the overall activities of the company.
You must report factory transport to the Federal Office for Logistics and Mobility (BALM)
