The public sale of tickets for the raffle of cash or non-cash prizes outside of folk festivals is a game of chance and is therefore generally reserved for state lottery companies (for example Lotto Hamburg, Joint Class Lottery of the States GKL).
The so-called "small lottery" exists so that private individuals or clubs can generate income for good causes by organizing a raffle. Small lotteries can be used to raffle prizes for cash, non-cash prizes or services of monetary value.
