To run a lottery, you must apply for a permit.

The public sale of tickets for the raffle of cash or non-cash prizes outside of folk festivals is a game of chance and is therefore generally reserved for state lottery companies (for example Lotto Hamburg, Joint Class Lottery of the States GKL).

The so-called "small lottery" exists so that private individuals or clubs can generate income for good causes by organizing a raffle. Small lotteries can be used to raffle prizes for cash, non-cash prizes or services of monetary value.

If you want to run a small lottery, you need a permit. You must apply for the permit in advance from the relevant authority.

• Information about the person organizing the event (name, address, email, authorized representative)
• Information on recipients of the net proceeds (name, address, email, authorized representative)
• Information on cash and non-cash prizes and their approximate value

• Price per lot in euros
• Costs of the raffle for the person organizing the event

• Your small lottery is geographically limited (here: it is only operated in the area of the Free and Hanseatic City of Hamburg)
• The gaming capital of your Small Lottery does not exceed EUR 40,000.00.
  • The game capital is calculated from the number of tickets multiplied by the selling price of a ticket.
• At least 25% of your gaming capital will be paid out in the form of lottery winnings.
• They use the net proceeds directly for non-profit, church or charitable purposes.

The granting of a permit to hold a small lottery is free of charge if the organizer is classified as a non-profit organization by the tax office. In all other cases, a processing fee of 50.00 euros is charged for the permit.

• You submit your application in writing or online to the responsible authority and attach the necessary documents.
• The responsible authority will examine your application and, if necessary, request any missing documents or information from you.
• After completing the examination, you will receive a permit letter. Conditions may be imposed on you. If you submitted your application in writing, you will receive your permit by post. If you submitted your application online, you will receive the permit letter directly via your service account.

Processing usually only takes a few days. It may take longer if the application is incomplete or if questions arise during processing.

Submit your application at least one week before the event.

Within six weeks of the conclusion of the Small Lottery, you must provide evidence of the intended use of the net proceeds (for example, by submitting a list or bank statements).
