If you want to shoot a firearm, you usually have to apply for a permit beforehand.

Firearms are used for various purposes such as attack, defense, signaling, hunting, distance injection, marking, sports or games.

If you want to shoot a firearm, you must first obtain a permit from the relevant authority. You need this permission regardless of whether the weapon requires a permit or not. You can apply for the permit either for a single shot or permanently.

• Identity card or passport (copy)

• Proof of a need, for example
  • Order from an enclosure operator,
  • Work as a wine/fruit grower
  • Registration as a veterinarian
• Proof of liability insurance in the amount of 1 million euros (flat rate for personal injury and property damage)

• You have a valid permit to purchase and own a weapon (for example, a hunting license or firearms ownership card).
• You are at least 18 years old.
• You have a plausible reason for shooting. A plausible reason may be if you
  • want to shoot animals in an enclosure for meat production.
  • Are a fruit or wine grower or run a fish farm and want to drive away birds.
  • are a veterinarian.
• They are reliable under firearms law.
• They are personally suitable.
• You have taken out liability insurance that covers personal injury and property damage up to a flat rate of 1 million euros.
• You have lived in Germany within the last 5 years

• You submit the application together with the required documents.

• The competent authority will grant you permission if you meet the necessary requirements.

You do not need a permit to shoot a weapon if you

• want to shoot in a shooting range, for example at your shooting club.
• as a hunter, you want to shoot during authorized hunting or you want to shoot animals that are subject to nature conservation law and you have the appropriate permission from the nature conservation authority.
• as a traditional marksman, you want to shoot at an event where it is customary to carry weapons for special occasions and the head of the traditional marksman association has been granted a valid exemption permit in accordance with Section 16 Paragraph 3 of the Weapons Act.
• want to shoot with a long gun at shooting ranges at an approved sporting event, for example a biathlon competition.
• Weapons that can only fire cartridge ammunition, intended for use during a theater performance or similar, or to drive away pest birds.
• with compressed air, spring-loaded weapons and CO2 weapons with less than 7.5 joules, which are marked with an “F” symbol, with the consent of the owner of the house right in a fenced area, for example for paintball activities.
• at sporting events, on behalf of the organizer, wish to signal the start or beginning of a competition using blank-firing weapons or signal weapons, provided that such signaling is required.
• fire signal weapons during emergency and rescue exercises if this is part of the exercise.

To complete the application more quickly, you can use the NWR identification numbers (NWR-ID):

• Your PersonalNWR-ID (P- or F-NWR-ID) for your personal information
• the permit NWR-ID for the firearms permit (E-NWR-ID)
• the weapon or weapon part NWR ID (W or T NWR ID)

You will receive the NWR IDs upon application to the responsible weapons authority.

You may be considered unreliable under firearms law if, among other things,

• if you have been legally sentenced to a prison term of at least 1 year within the last 10 years and have been a member of or supported a banned organization within the last 10 years.
• if it can be assumed that you will misuse or handle weapons or ammunition improperly, fail to store these items carefully or leave them with persons who are not authorized to do so.
• if you have been in preventive police custody with judicial approval for violent conduct more than once in the last 5 years.
• if you have repeatedly or seriously violated gun laws.

You may be deemed personally unsuitable if, among other things,

• You are legally incapable.
• You are dependent on alcohol or other intoxicants, mentally ill or demented.
• You suffer from serious illnesses, such as brain injuries, or physical impairments, such as amputations or severe visual impairment.
• it can be assumed that you will not handle weapons or ammunition carefully or properly, or that you will not be able to store these items carefully, or that there is a concrete risk that you will endanger yourself or others.
