If you want to work as an expert body in accordance with the Heating Costs Ordinance, you must prove your suitability and apply for confirmation.

Expert bodies in accordance with the Heating Cost Ordinance check and confirm the suitability of the types of heat cost allocators for recording the proportional heat consumption. The allocators may only be used if they comply with the recognized rules of technology or if their suitability has been proven in another way.

You can work as an expert body in accordance with the Heating Cost Ordinance as a natural or legal person. You must prove your suitability for this activity to the responsible body. The responsible body must confirm your suitability in writing. Only then may you carry out the activity.

• Information and proof that you have suitable premises and technical equipment in accordance with the requirements of the Physikalisch-Technische Bundesanstalt
• Proof of expertise, reliability and independence (i.e. neutral and objective auditing activities as well as economic independence of management and staff)
• Information on the type of heating cost allocator you intend to assess
• Proof of the necessary resources for maintenance and proper operation
• The competent authority may also request further information and documents from you if this is necessary to assess the confirmation requirements.

• Your measuring equipment meets the requirements of the Physikalisch-Technische Bundesanstalt.
• They have expert staff.

Fees vary depending on the amount of work involved.
