Do you operate a medium-sized combustion plant, gas turbine, or combustion engine plant? Learn how to submit a measurement report on individual air pollutant measurements here.

If you are the operator of a medium-sized combustion plant, gas turbine or combustion engine, you must, under certain conditions, have its pollutant emissions and exhaust gas losses checked by means of individual measurements.
You will create a measurement report based on the results of the measurements and send it to the responsible authority.

  • Operating conditions that are important for the assessment of the measurement results
• If you operate a combustion plant that does not require a permit and has a thermal output of less than 10 megawatts and the measurement was carried out by a chimney sweep:
  • Certificate from the chimney sweep about the measurement

• You operate a medium-sized combustion, gas turbine or combustion engine plant.
• You have put your system into operation or made emissions-relevant changes.
• The measurements are carried out by an accredited measuring institute or an expert.
  • If you operate a combustion plant that does not require a permit and has a thermal output of less than 10 megawatts, you can have the measurement carried out by a chimney sweep.

There are no costs involved.

• You contact an accredited measuring institute or an expert, provide the necessary information for the measurement and arrange a measurement appointment.
  • You can have measurements carried out by a chimney sweep for a combustion system that does not require a permit and has a thermal output of less than 10 megawatts.
• The measuring institute or the expert will prepare the measurement plan for you and report it to the responsible authority together with the measurement date.
• At the measurement appointment, the measuring institute or the expert will determine the emission values on site and compare them with the legally prescribed emission values for your system.
• Once the measurements are complete, you will receive a measurement report.
• You check the measurement report and send it to the responsible authority along with the necessary documents.
  • If the measurements were carried out by a chimney sweep, you will receive a certificate from him or her, which you must present to the responsible authority.
• You will receive confirmation that your measurement report has been received.

The processing time depends on the individual case.

• Have the measurements carried out within 4 months of commissioning the system or any other emission-relevant change.
• Submit the measurement report or certificate to the competent authority immediately.

• The content of the measurement report must comply with Annex A of the guideline VDI 4220 Part 2 (2018 edition).
• If you do not submit the measurement report or certificate, or if you do not submit it correctly, completely or on time, you are committing an administrative offense that may result in a fine.
