If you want to build a tram and transport people on it, you need a permit.

You need a permit if you want to build a tram and transport passengers. To obtain the permit, you must submit an application to the relevant authority.

• Presentation of the measures to achieve complete accessibility of transport
• Where applicable: public service contract
• Overview map showing the proposed route with stops and all existing railways, motor vehicle lines and commuter waterway lines in the traffic area

• If applicable: list of shareholders, shareholders’ agreement
• If applicable: transport manager contract
• Tax certificate from the responsible tax office (not older than three months)
• Certificate of clearance from the municipality (no older than three months)
• Certificates of clearance from all social insurance providers (not older than three months)
• Certificate of good standing from the professional association (not older than three months)
• Annual financial statements, if applicable, equity certificate (not older than one year)
• Where applicable: certificate from the auditor who audited the annual financial statements
• If applicable: Extract from the commercial register
• If applicable: Information on the bindingly assured standards
• If applicable: proof of special transport conditions
• Proof of professional qualifications
• If applicable: Existing permits
• Information on compliance with the principles of climate protection and sustainability
• Description of the improvement in transport service provided by the requested transport
• Vehicle lists

• You are professionally qualified (have passed the passenger transport law specialist examination before a Chamber of Industry and Commerce).
• You are financially capable.
• You have the necessary personal reliability.
• Your registered office or branch is located in Germany.
• The route you have planned only includes roads that are suitable for it.
• The route you have planned meets the requirements of local transport planning.
• The route you plan takes into account the exclusive rights of other transport companies.
• The route you have planned does not conflict with the public transport interest.

The costs vary and depend on the type and scope of your project.

• You submit your application along with the necessary documents to the responsible authority.
• The responsible authority will review your application and contact you if any information or documents are missing.
• The competent authority conducts a consultation procedure with external parties (for example, with companies that already offer scheduled services, as well as trade supervisory authorities and district offices).
• If all conditions are met, you will receive a notification of the decision to grant the permit.
• If necessary, you will be given the certificate of approval.
