If you have purchased a vehicle that was already registered in Germany, you must have it transferred immediately, i.e. registered in your name.

If a registered vehicle has been acquired, a transfer to the name of the new owner must be applied for immediately at the vehicle registration office at the main residence of the new owner. The application may be made in person. A representative with written power of attorney may also be appointed.

• if registered to companies

  additionally:
  - Current and valid business registration and, if available, current and valid excerpt from the commercial register (also as a copy)
  - Power of attorney, if the person authorized to dispose does not personally submit the application on site

• in case of representation with written power of attorney
  • Additionally: identity card or passport of the authorized person
• Direct debit authorisation for motor vehicle tax (SEPA Direct Debit Mandate)
• Registration certificate part I (formerly: vehicle registration document)
• electronic insurance confirmation (eVB)
• if necessary, confirmation of reservation for the desired license plate
• valid test report on a general inspection

  e.g. TÜV, DEKRA, GTÜ, KÜS, GTS, FSP

• valid identity card or passport
• external licence plates

  in the case of registered vehicles which are not registered in Bremen or Bremerhaven at the time of their registration there

• Registration certificate part II (formerly: vehicle registration document)
• in case of representation with written power of attorney

  Sepa direct debit mandate completed and signed by the principal.

1. No overdue fees and expenses from previous registration processes.
   In case of arrears, the registration authority may not register the vehicle until these have been settled. Clarification of arrears is only possible at the Citizens' Office North in City Hall 5.
2. No motor vehicle tax arrears (including ancillary tax payments, such as interest, late fees).
   Motor vehicle tax accounts are verified by the Registration Office as part of the processing of the registration application. If there are existing tax arrears, the registration authority may not register the vehicle until these have been paid. The amount of tax arrears can be obtained from the Bremerhaven Customs Office, telephone 0471 9842-0.
3. Written direct debit authorization for the collection of vehicle tax

• An application for registration must be submitted to the registration authority. The application can also be submitted by a representative (e.g. car dealer) with a written power of attorney.
• If a preferred license plate is desired, reservations can be made in person, in writing or by telephone before the new registration, as well as online via the Internet.
• When the vehicle is registered to the new vehicle owner, a new registration certificate part I (formerly: vehicle registration document) is issued. It may also be necessary to issue a registration certificate part II (formerly: vehicle registration document).
• In the event of a change of owner, the previous license plates can continue to be used. In such a case, an existing fine dust sticker also remains valid.
• The insurance company is automatically informed by the registration authority about the allocation of the license plate.

Note:
The dealer counter is located at the Bürgerbüro Nord in Stadthaus 5.
The costs for the plates are not included in the fees, but must be paid to the plate manufacturers.

• When registering a vehicle, a written direct debit authorization is required for the customs administration to collect the vehicle tax.
• Vehicle tax exemption or reduction due to severe disability:
  Severely disabled people with the "H", "BI" or "aG" mark on their severely disabled person's pass continue to be exempt from vehicle tax. They do not have to submit a direct debit authorization based on the proof in their ID card. Further information can be obtained from the main customs office in Bremen on 0421 3897-0.
• To re-register a vehicle from abroad, please use the DLB: foreign license plate assigned only to the Bürgerbüro Nord. The Bürgerbüro Mitte does not re-register vehicles with foreign vehicle documents.
