If you want to put a vehicle into operation on public roads, it must be registered.

Approval shall be granted if the vehicle conforms to an approved type or if an individual approval is granted. A registration plate is allocated, the registration certificate is issued and the registration plates are stamped.

• valid identity card or passport
• if registered to companies

  additionally:
  - Current and valid business registration and, if available, current and valid excerpt from the commercial register (also as a copy)
  - Power of attorney, if the person authorized to dispose does not personally submit the application on site

• in case of representation with written power of attorney
  • Additionally: identity card or passport of the authorized person
• Direct debit authorisation for motor vehicle tax (SEPA Direct Debit Mandate)
• electronic insurance confirmation (eVB)
• if necessary, confirmation of reservation for the desired license plate
• Proof of the authorisation of the vehicle owner to be registered

  The last report is required in case of re-authorisation.

• Supplement

  In the case of an already registered (also deregistered) vehicle, the registration certificate part II and the registration certificate part I must be presented.

• no overdue fees and expenses from previous registration processes.
  In the event of arrears, the registration authority may not register the vehicle until these have been settled. Clarification of arrears is only possible at the Citizens' Office North in City Hall 5.
• No motor vehicle tax arrears (including ancillary tax payments, such as interest, late fees).
  Motor vehicle tax accounts are verified by the Registration Office as part of the processing of the registration application. In the event of tax arrears, the registration authority may not register the vehicle until these have been paid. The amount of tax arrears can be obtained from the Bremerhaven Customs Office, telephone 0471 9842-0.
• written direct debit authorization for the collection of the vehicle tax
• Registration only at the main residence of the owner

Important: This is a service under municipal responsibility. You can therefore only go to a service office that is located at your place of residence

• An application for registration must be submitted to the registration authority. The application can also be made by a representative (e.g. car dealer) with a written power of attorney.
• If a desired license plate is desired, reservation, even before the new registration in person, in writing or by telephone and as an online service via the Internet can be made.
• The insurance company is automatically informed by the registration authority about the allocation of the license plate.
• Registrations of vehicles with EC type approval/individual approval and of vehicles for the purpose of issuing an export license plate are only processed at the Citizens' Registration Office North.
• Changes of pollutant classes are only possible at the Bürgerbüro Nord.
• Initial issuance for German license plates after the transfer of foreign documents are only possible at Bürgerbüro Nord.

Check quickly and easily whether your desired date is still available. After completing your booking, you will receive a confirmation e-mail with all the details. We would like to point out that only a limited number of daily appointments are available in the Citizens' Advice Bureaus for spontaneous customers and therefore recommend booking an appointment in advance, as the use of the services of the Citizens' Advice Bureaus can generally be planned. With an appointment, there is usually hardly any waiting time for you.

If you nevertheless wish to come without an appointment, you must expect that you may not be able to complete your request on the same day, as the number of daily appointments is fully booked.

The costs for the signs are not included in the fees, but have to be paid to the sign manufacturers.

On July 1, 2010, an amendment to the Motor Vehicle Tax Act came into effect. The following changes apply to registrations from 1.7.2010:

• When registering a vehicle, in addition to paying the vehicle tax (cash, EC card, direct debit authorization) for the first payment period after registration (usually 1 year), a written direct debit authorization is required to collect the vehicle tax for the following taxation periods. Even if the initial tax payment is made in cash or by EC card, please remember to submit the direct debit authorization for subsequent years. A direct debit authorization issued for the initial taxation includes the direct debit authorization for the subsequent years.
• Since July 1, 2010, export license plates have been subject to vehicle tax. Vehicle tax must be paid upon registration for the duration of the export license plate's validity (cash payment, EC card, tax collection authorization). The minimum taxation period is one month.

Paragraphs 3 and 4 of the Vehicle Registration Ordinance (FZV) regulate which vehicles are subject to registration.

• Vehicle tax exemption or reduction as a result of severe disability:
  - Severely disabled persons with the mark "H", "BI" or "aG" in their severely disabled ID card continue to be exempt from vehicle tax. The main customs office checks whether you are exempt from motor vehicle tax. Therefore, the direct debit authorization is required from you when submitting your application. Further information can be obtained from the main customs office in Bremen.
• Electronic confirmation of insurance (eVB):
  - You can obtain the confirmation of insurance for your motor vehicle liability insurance from the insurance company of your choice. In most cases, you can request the insurance confirmation by telephone from your insurance company.
  Since March 1, 2008, the insurer can give you an insurance confirmation with a 7-digit alphanumeric VB number, which the registration authority uses to retrieve the insurance data electronically from the central database of the German Insurance Association.

If, in the course of registration, it becomes necessary to issue a registration certificate Part II (formerly vehicle registration certificate) for the first time, the vehicle must always be identified by the registration authority by presenting the vehicle.
