If you are planning to carry out thermal insulation measures on an existing residential building in Bremen or Bremerhaven, you can still apply for a grant from the state of Bremen until August 31, 2025.
To protect the climate and due to the finite nature of fossil fuels, the state of Bremen promotes the implementation of thermal insulation measures in existing residential buildings. The aim is to significantly reduce the heating energy requirements of these buildings in the long term. The grant is provided as project funding in the form of a subsidy.
Funding is available for
- Insulation of exterior walls, basement ceilings and roofs and attics,
- Highly insulated windows,
- Hydraulic balancing of the heating system,,
- Environmentally friendly insulation materials and coatings for external thermal insulation composite systems.
In addition, those who undertake several renovation measures on their building at the same time or join forces with neighbors to insulate the exterior walls and roofs of adjoining buildings are rewarded with an additional financial bonus.
The Bremen funding can be claimed in addition to the federal funding offered by the Kreditanstalt für Wiederaufbau (KfW) with its "Energy-efficient refurbishment" grant and loan programs.
Funding is available for measures on buildings and owner-occupied apartments that:
- are located in the state of Bremen,
- were built before January 1, 1995,
- are used wholly or partly for residential purposes,
- have a maximum of 12 residential units.
Private individuals are eligible to apply as building/flat owners or other persons entitled to dispose of property (e.g. heritable building rights).
Projects can only be funded if they have not yet been started prior to receipt of the approval notice. A project is deemed to have started as soon as the corresponding supply and service contracts have been concluded; this does not apply to the planning required for project preparation and description - obtaining cost estimates is not deemed to be the start of the project.

Following a positive review of the funding application, the applicant will receive a grant notification from the Senator for the Environment, Climate and Science. If no prior approval for the early start of the project has been granted, the project may only be started after receipt of the grant notification.
The subsidy is partly a square meter-related subsidy. A calculation of the areas to be insulated and a dimensioned drawing/sketch of the building areas must therefore be enclosed with the funding application. An Excel table is available in the appendix for calculating the areas to be insulated. Alternatively, a self-created table can also be used, provided that the calculation process remains comprehensible on the basis of the drawing/sketch to be submitted.
There is no legal entitlement to the approval of a grant. The granting authority decides on the basis of its dutiful discretion within the framework of the available budget/funding resources.
In accordance with Section 5 of the Act on the Enforcement of a Minimum Wage in Bremen (State Minimum Wage Act) of July 17, 2012 (Brem.GBl. p. 300), which came into force on September 1, 2012, the Free Hanseatic City of Bremen and the municipalities of Bremen and Bremerhaven only grant subsidies if the recipients undertake to pay their employees at least the statutory minimum wage.
