If the passport can no longer be issued in time before departure (not even in the "express procedure" within 3 days), you can obtain a temporary passport.
With a passport (ePassport) you can identify yourself when you travel to other countries. A temporary passport is issued and handed over to you immediately. The period of validity of the temporary passport is adapted to the purpose of the trip and may not exceed one year. It is not possible to extend the period of validity.
A temporary passport can only be issued in justified individual cases. The prerequisite for this is usually that it can be credibly demonstrated that a passport is required immediately and that it will not be possible to issue a passport by express procedure until the date of expected first use.
You can apply for a temporary passport
- if the express production of a passport can no longer be delivered in time for the start of the journey (production time maximum 3 to 4 working days.
- You will need to provide written proof (e.g. flight tickets or travel documents, written declaration) of the need to have your passport issued.
The temporary passport is not recognized in all countries
- The temporary passport does not contain an electronic storage medium (chip), which means that no fingerprints are recorded.
- You can only enter some countries without a visa if your passport contains an electronic storage medium (chip). It is therefore essential that you find out in advance whether the temporary passport will be recognized in your destination country.

- Important information about passport photos! From 01.05.2025, passport photos can only be processed digitally. Photos in paper form will then no longer be accepted.
You can have a photo taken by the photographer, who will send it to us online via a cloud. Alternatively, you can use chargeable terminals in the citizens' offices. The digital photo is available to us directly (from May 2025).

Extract from the family register
- Proof of identity
- For example, identity card, previous passport or birth certificate for small children who do not yet have a passport or identity card.
- Proof of an imminent trip
- for example, travel contract, flight tickets or similar, written declaration of necessity.
- You have German citizenship.
- Express production of a passport is also no longer possible until the start of your trip.
- A personal interview is required.
- There must be no grounds for refusing a passport, such as the assumption that you wish to avoid criminal prosecution, enforcement of a sentence or a statutory maintenance obligation by leaving the country.
- The temporary passport can only be applied for in person.
- The application is only possible with an agreed appointment.
- The children must also be present.
- If parents are separated, only the parent with whom the minor child is registered as the main or sole resident may apply for the passport.
- If all the necessary documents are available, children under the age of 18 can apply for a passport with at least one parent. The completed "Declaration of consent for passport" form signed by the parents or legal guardians and their identity documents (including copies) must then be presented by the other parent.

Citizens' offices are not allowed to advise you on this.
