In its session on 15.02.2019, the Bundesrat (upper house of the German parliament) passed the 13th ordinance amending the Driving License Ordinance (FeV) and other road traffic regulations. The resolution also includes the so-called staggered mandatory exchange of all driving license documents issued before 19.01.2013. This means that by 19.01.2033 all driving license holders in the European Union should have a driving license of the same standard. It is planned to stagger the period according to the year of birth and the date of issue of the driving license. This regulation is intended to avoid a rush on the driving license authorities and disproportionately high processing times for citizens.

1. Your old driver's license will be given a time limit when you apply for it and will be issued to you again.
2. The new classes to which the existing driver's license will be converted depend on Annex 3 of the Driver's License Ordinance (FeV).
3. Your new driver's license will be sent to you by mail; it is not necessary to come back to the driver's license office.

Holders of the old class 3 driver's license have the option of upgrading to class T without an examination as part of the conversion process. The prerequisite for this is the activity in a forestry or agricultural operation. This extension must be explicitly applied for so that the entry can be made on the new EU card driver's license.

In addition, holders of the old driving license class 3 will receive, in addition to the driving license classes B and BE, also the classes C1 and C1E without a time limit and without the need for regular medical check-ups. With this license, motor vehicles with a gross vehicle weight of up to 7.49 t and trains with a weight of up to 12 t and an unlimited number of axles may be driven (towing vehicle up to 7.49 t).
