Everyone has the right to address requests or complaints in writing to the competent authorities and to the people's representatives, either individually or jointly with others.
In principle, anything that concerns the actions or omissions of municipal offices or institutions can be the subject of a petition. This includes, for example, demands and proposals, but also complaints. Excluded are all matters that are to be resolved by legal action.
Petitions can therefore provide direct impetus for monitoring the administration and, in exceptional cases, even for legislation.

Every natural person, regardless of their nationality, has the right to address requests or complaints, suggestions and criticism (petitions) to the municipal council, either individually or in association with others, in writing or electronically (exclusively via the online form) or to have these recorded there. Petitions can also be submitted by legal or legal representatives. Legal entities under public law have the right to petition insofar as the petition concerns a matter within their area of competence.
No special formal requirements apply. However, it is important that you also name, for example, the authority or body whose decision is to be reviewed by the Petitions Committee. You can submit your petition in writing by post or electronically (using the online form). The letter should include your full address and be personally signed. You also have the option of submitting your request directly to the office of the municipal council for the record.
Once your petition has been received by the City Council office, you will first receive confirmation of receipt. At the same time, the Petitions Committee will ask the municipal council for a statement. The final statement from the Petitions Committee on how to proceed with the petition will be submitted to the Municipal Assembly as a recommendation.
