The state care allowance for blind and severely disabled people is granted to compensate for disability-related disadvantages. It is a lump-sum cash benefit.
Blind or severely disabled people who have their habitual residence in Bremerhaven are entitled to financial support to compensate for disability-related disadvantages or additional needs. The state care allowance is paid as a monthly allowance and is independent of income and assets:
- The state care allowance currently amounts to 517.61 euros per month.
- Children under the age of 18 are entitled to a state care allowance of currently EUR 258.81 per month from the age of one.
- Care insurance benefits are offset in full against the state care allowance. This can reduce or eliminate the entitlement to state care allowance.
- The income and asset-dependent care and blindness assistance benefits in accordance with SGB XII can also be claimed if necessary. The state care allowance is offset in full or in part.
- Personal data with addition of corresponding evidence upon request
(usually identity card or passport or residence permit)
- Proof of blindness (at least one proof required):
- Specialist medical certificate of blindness
- Severely disabled person's pass with the mark "BL" or a notice of assessment in accordance with SGB IX from the pension office
If the above-mentioned certificate of severe disability/assessment notice is not available, the eligibility requirements will be checked by means of a medical report.

Declaration of intent by the legal representative (if you are a parent or legal guardian)
- With support from third parties:
Power of attorney (if you ask third parties for help with the application)
- With support:
Guardianship certificate (if you have a legally appointed guardian)

Persons are considered blind if their better eye has a visual acuity of no more than 2 percent or an equivalent impairment.
The following persons are severely disabled:
- Persons with disabilities of the upper extremities that are equivalent to the absence of both hands (amblyopia) with a substantial disability
- Persons with loss of both arms in the area of the upper arms
- Persons with loss of three limbs
- Persons with paralysis or other mobility impairments if the disabilities are equivalent to the loss of three limbs
- paraplegics with bladder and rectal paralysis
- brain-damaged people with severe physical and mental disorders and impaired use of several limbs
- other persons whose condition requiring permanent hospitalization or whose need for care is so exceptional that their disability is comparable to the disability of the persons mentioned in numbers 1 to 6.
- You contact the local competent authority and apply for the state care allowance.
- The application is valid from the month of application. This can be done by telephone, post or e-mail.
- The authority will check your application and contact you if there are any queries or missing documents.
- Once all documents have been submitted, the authority will check your entitlement to state care allowance.
- After the review, you will receive a notice of approval or rejection.
