The Building Energy Act (GEG) sets requirements for the energy performance of buildings. The client or owner of a heated or cooled building must prove that the building meets the requirements of the Building Energy Act.
When constructing buildings, the client must commission an expert to prepare building-specific documentation (energy calculation documents) on compliance with the requirements of the GEG before construction begins. Proof of compliance with the requirements is provided in the declaration of compliance (Section 92 (1) GEG). The declaration of compliance must be submitted within three months of the building being completed.
- For all procedures:
- fully completed and signed declaration of compliance,
- provided that the declarations of compliance have been signed by an expert:
- Documentation (energy calculation documents),
- if applicable, a copy of the calculations for the entire building prepared in accordance with § 50 of the Building Energy Act,
- a copy of the energy certificate (§ 80 GEG)
- For certain construction projects, further documents may need to be submitted, such as
- Supplier confirmation (§ 96 Para. 4 GEG)
- Supplier certificate (§ 96 Para. 6 GEG)
- If there is a notice of exemption from the requirements of the GEG (§ 102 Para. 1 GEG), please also enclose this with the documents.
As the owner or developer, you must confirm that the requirements of the Building Energy Act are met during the construction of the building.
As a building owner, you are obliged under Section 1 (1) of the Ordinance on the Implementation of the Building Energy Act of the Free Hanseatic City of Bremen (GEGV) to have documentation drawn up on compliance with the requirements of the GEG before construction begins. As a rule, this is the calculation documentation that is created anyway to assess the building's compliance with the requirements of the GEG and for the subsequent creation of the energy certificate. The documentation may only be prepared by persons who are authorized to prepare an energy performance certificate for the building to be constructed in accordance with § 88 GEG (§ 1 Para. 1 GEGV).
You must also submit a declaration of compliance in accordance with the model published by the Senator for the Environment, Climate and Science pursuant to Section 2(1)(2) or (3) GEGV. In principle, the declaration of compliance must be issued and signed by an expert in energy-saving construction. Experts for energy-saving construction are tested for their special professional qualifications, approved by the Chamber of Engineers of the Free Hanseatic City of Bremen and included in a list (see under "Further information" - "Where can I find out more?"). - "State-approved experts for energy-saving construction in the state of Bremen") on this page (on the right-hand side or in mobile view below).
In the case of residential buildings in building classes 1 and 2, an expert may be appointed to issue the certificate (Section 3 (3) GEGV). Experts are persons who are authorized to issue building documents for the building to be erected in accordance with Section 65 of the Bremen State Building Regulations (with the exception of interior designers, master craftsmen authorized to issue building documents must also be authorized to issue an energy certificate for the building to be erected), as well as engineers specializing in supply technology (Section 5 GEGV).
The specialist or expert checks the documentation for plausibility, monitors the construction work on a random basis and compares the energy performance certificate with the documentation and the results of the inspection and monitoring activities. If no significant errors in the documentation or significant deviations from the documentation or the requirements of the GEG are found in the construction work, the specialist or expert for energy-saving construction issues the declaration of compliance.
- Commission an expert to prepare documentation on compliance with the requirements of the GEG.
- Consult a qualified person or expert to draw up the declaration of compliance.
- Send the declaration of compliance drawn up and signed by the qualified person or expert in electronic form (PDF) to the competent body.
