Municipal public libraries provide published information. They are part of the education system and serve school, vocational, general and cultural education. They teach media and information literacy and provide special support to promote reading among children and young people. In addition to providing literature in foreign languages, intercultural events (e.g. readings) also take place. The library offers a variety of resources such as books, newspapers/magazines, sheet music, maps, audio books, CDs, DVDs, CD-ROMs, Blu-ray discs and online media.

A user card is required to use the available services.

An identity card or passport with a current registration certificate is required for the issue of a user card. Children and young people require a declaration of consent from their legal representative.

A user card is required for home borrowing, use of the reference collections in reading rooms and for the use of databases and electronic newspapers/magazines.

The costs for use (annual fee) vary from library to library. Special services (copies, reproduction orders, document delivery, use of the image archive, access to the Internet) are also subject to a charge.
