The severely disabled person's identity card is a standardised national document proving that a person is severely disabled. It is issued on application.
The ID card is a prerequisite for claiming rights and compensation for disadvantages such as:
- special protection against dismissal under labour law,
- Entitlement to additional leave,
- Income tax concessions, and
- reduced or free bus and rail transport.
It indicates the degree of disability and health characteristics.
These characteristics are:
- aG – exceptional walking disability
- H – helpless in the sense of the Income Tax Act
- Bl – blind
- Gl – deaf
- RF – reduction of the broadcasting fee
- Kl. – entitled to use first class on railways with tickets for second class or within the personal route list (only for recipients of benefits under the Federal Pensions Act or the Federal Compensation Act)
- B – entitlement to take an accompanying person when using public transport
- G – considerable impairment of mobility in road traffic
- TBl – deafblind
The identity card in cheque card format has the colours green and orange. A passport-size photograph is required for severely disabled persons over the age of ten. Applications can be made in writing, verbally, by telephone or by e-mail.

- Exception: In the case of severely disabled persons who cannot leave the house or can only do so with the help of an ambulance, the ID card will be issued on application without a photo. The issuing authority will then note "valid without photograph" on the ID card.

The competent authority may request further documents from you if necessary.
If you have been determined to have a degree of disability of at least 50, you can be issued a severely disabled person's card. You apply for this at the competent office together with the determination of the disability.
- You can apply in writing or in person, as well as by telephone or e-mail. You can obtain an application form from Amt24 or directly from the competent authority.
- The issuing authority notes on the severely disabled person's ID card the degree of disability determined, the validity as well as other health characteristics in the form of characteristic signs.
- The degree of disability is indicated as a number rounded to ten in the range of 50 to 100.
- In addition, the ID card may contain a history on the back, i.e. it shows from when individual determinations of the degree of disability and the disadvantage compensation have been proven.
- If you have to prove that you are severely disabled, it is sufficient to present your severely disabled person's identity card.
