According to the Saarland State Building Code, a building owner must notify the lower building supervisory authority of the author of the design, the site manager and, in the event that the proof of stability is not checked or certified by the building authorities in accordance with Section 67 (4) sentence 1 LBO, the structural engineer. This notification obligation is one of the prerequisites for being allowed to start construction work.
Furthermore, the building owner must inform the lower building supervisory authority at least one week in advance of when you wish to start your building project that requires approval or does not require approval.
The same applies if you resume construction after an interruption of more than three months.
This notification is not necessary if your building project does not require a permit.

The lower building supervisory authority will then check whether the conditions for starting the construction project are met.
