The simplified building permit procedure applies to residential buildings, other structures that are not buildings, outbuildings and ancillary facilities to the aforementioned construction projects and mobile stables. In the simplified building permit procedure, the building inspection is limited to certain regulations. However, the lower building supervisory authority checks whether the project is permitted under building planning law and whether the distances and clearances in accordance with Section 6 of the Mecklenburg-Vorpommern state building regulations are complied with. The authority also decides on deviations in accordance with Section 67 (1) and (2) sentence 2 of the Mecklenburg-Vorpommern State Building Code and on other public law requirements, insofar as these are waived by a building permit.
The restriction of the inspection program means that the building owners and those involved in the construction are responsible for ensuring that their construction project also complies with the non-inspected regulations.
The building application must be submitted using the publicly published building form:
"Building application/building application in simplified procedure/application for preliminary decision/submission for exemption from approval"
must be submitted.
In addition to the building application, the documents required for the assessment of the project and the processing of the building application (e.g. site plan, extract from the official real estate map, building description, construction drawings, etc.) must be submitted to the lower building supervisory authority.

The building application must be submitted to the lower building supervisory authority. This authority examines the building application and makes the decision. It shall first involve the municipality and those bodies whose involvement or consultation is required for the decision on the building application or without whose opinion the approvability of the building application cannot be assessed.
The building supervisory authority must decide on the building application within three months of receipt of the complete building application. The building supervisory authority may extend this period for good cause if the consent required under the Building Code is to be replaced or associations must be involved.
The period of validity of a building permit is three years. The building permit expires if construction of the building project has not begun within three years or if construction has been interrupted for more than one year. This period can be extended by a further year on application.
