You require a permit exemption for the modification of an installation that does not require a building permit. To do this, you submit the necessary documents to the responsible municipality.
You must use the officially prescribed forms or an online service to apply for exemption from approval. The building owner must seek the assistance of an authorized designer (e.g. architect or civil engineer). The required documents to be submitted include a number of building documents that are necessary for the assessment of the project and the processing of the submitted exemption from approval.
The exemption from approval is subject to a fee, depending on the municipal statutes.

Submit an exemption from approval for the modification of an installation using the online procedure or in text form using the published form. Add the required building documents.
Submit the documents to the responsible municipality. If documents are missing or there are other ambiguities, you will be asked to rectify these processing obstacles. In this case, submit the missing or amended documents and/or the clarification.
The responsible municipality will check your documents. If you do not receive any feedback from the responsible municipality within one month or if it declares in writing beforehand that no approval procedure is to be carried out and that it will not apply for a prohibition in accordance with Section 15 Paragraph 1 Sentence 2 of the Building Code, you may begin construction. If the municipality decides that a simplified building permit procedure should be carried out, you will receive your documents back. When submitting the documents, you can specify that your building documents should in this case be forwarded to the responsible building supervisory authority and treated as a building application.
The exemption from approval may be subject to a fee.
- In the approval exemption procedure: maximum 1 month from receipt of the complete required documents;
- Exception: The municipality informs you within the 1-month period that the simplified building permit procedure is to be carried out or declares that a provisional prohibition has been applied for.
If you have a permit exemption, you must submit a notice of commencement of construction work to the lower building supervisory authority at least one week before the start of construction work.
