If you own a heated or cooled building and you are renewing, replacing or installing external components for the first time and the building is assessed for energy efficiency, you must prove that the building complies with the energy requirements of the Building Energy Act.
The Building Energy Act sets requirements for the energy performance of buildings. The owner of a heated or cooled building must prove that the building meets the requirements of the Building Energy Act. Proof is provided with the declaration of compliance. The declaration of compliance must be submitted after external components of the building have been renewed, replaced or installed for the first time and the building has been assessed in terms of energy efficiency.

They must confirm that the requirements of the Building Energy Act are met.
To do this, you must submit a declaration of compliance for changes to existing buildings in accordance with the specified template. Declarations of compliance must only be submitted for heated/cooled buildings.
Changes to existing buildings are, for example
- Renewal, replacement or first-time installation of external components with more than 10% of the total area of the respective component group (for example external walls, windows, roof areas),
- extensions or additions of heated or cooled rooms.
The respective countries regulate the procedure for the declaration of compliance, the authorization to issue it, the mandatory information and the evidence to be submitted.
The following applies to Mecklenburg-Vorpommern:
- The form for the declaration of compliance must be completed and signed by a competent and authorized person. The authorized person must have carried out an on-site inspection of the building and checked compliance with the requirements of the Building Energy Act.
- In the case of mixed-use buildings, a separate declaration of compliance must be submitted for each part of the building.
- Sign the declaration of compliance as the owner of the building.
- Attach the required documents to the declaration of compliance as evidence. You may have to submit additional calculations and evidence at the request of the competent authority.
- Submit the declaration of compliance with the required documents to the competent authority within one month of completing the work.
- The submission deadline may be extended by the competent authority in individual cases.
- Submission of the declaration of compliance after completion of the measure
- Submit a declaration of compliance in accordance with Section 92 (2) of the Building Energy Act (GEG) for existing buildings
- Changes to an existing building are e.g. renewal, replacement or first-time installation of external components with more than 10% of the total area of the respective component group (e.g. external walls, windows, roof areas), extensions or additions of heated or cooled rooms
- Declarations of compliance must only be submitted for heated/cooled buildings
- In the case of mixed-use buildings, a declaration of compliance must be submitted for each part of the building
- At least one energy performance certificate must be submitted with the declaration of compliance; the competent authority may request further documents (e.g. calculation documents for the energy performance certificate, contractor's declaration in accordance with Section 96 (1) GEG)
- The declaration of compliance must be issued and signed by a competent person. The person authorized to issue the declaration must have carried out an on-site inspection of the building and checked that it meets the requirements of the Building Energy Act.
- The owner of the building must also sign the declaration of compliance and submit it to the competent authority
- The energy performance certificate and any other documents must be submitted with the declaration of compliance. The competent authority may request further documents (e.g. calculation documents for the energy performance certificate, supplier confirmation in accordance with Section 96 (4) GEG)
- The declaration of compliance must be submitted within one month of completion. The submission deadline may be extended by the competent authority in individual cases.
