The district administration offices and independent cities have their own independent expert committees for determining property values. Upon request, they prepare expert reports on the value of developed or undeveloped properties.
An appraisal committee has been set up at each district office and each independent city for the respective area of responsibility. Members are members of public authorities and honorary experts (such as architects). The committee is basically autonomous and independent. The office of the expert committee is the district administrative authority (district administration office or district-free city).
The expert committee issues expert opinions on the market value of developed and undeveloped properties upon request and for a fee. Such an appraisal can also be requested by a private individual.
The market value (market value) is determined by the price that could be achieved in the ordinary course of business at the time to which the valuation relates, taking into account the legal circumstances and actual characteristics, the other properties and the location of the property or the other object of the valuation without taking into account unusual or personal circumstances.

Site plans, approval files, excerpts from the land register, etc. are either obtained by the office of the expert committee itself or requested by the applicant.
Fees are charged for the preparation of market value appraisals. As a rule, these are based on the value determined in the appraisal. In addition, expenses may be incurred depending on the individual case.
