Has your ID card been stolen? Then you must report this to the police. In addition, if you are over 16 years old and do not have a valid passport document, you will need to apply for a new ID card.
You can report the theft of your identity card to any police station.
You must also apply for a new identity card if you are over 16 years old and do not have a valid passport or temporary passport. This can be done at any Hamburg service if Hamburg is your primary residence.
If you apply for your new ID card outside your primary residence, you will need a valid reason. A non-competence surcharge of EUR 13.00 will also be charged. If you contact your chosen customer service center beforehand, you can find out whether and to what extent Hamburg Service accepts your reason.
From May 1, 2025, there will be new regulations regarding the required photo:
From this date, you will no longer be permitted to submit paper-based photos. Instead, you will need an electronic photo. You can create this on-site or bring the QR code provided by a photographer. Further information can be found in the "Links" section.
